The second case examines efforts to reduce piracy in the critical passages in Southeast Asia between the Indian and Pacific Oceans through the waters of Malaysia, Singapore, and Indonesia.21 The Straits of Malacca and Singapore extend for 435 miles with the narrowest channel only one and a half miles wide.22 About one-fourth of all the traded goods in the world, including oil, pass through this region each year. In 2008, for instance, more than 75,000 ships transited these waters. The importance of maritime safety and security in this area is obvious as is the threat of piracy and robbery. Between 2001 and 2004 there were more than 160 attacks attempted or carried out by pirates annually; in 2004 there were 46 attacks off the Malay Peninsula alone.23 In 2005 the Joint War Committee of the Lloyd’s Market Association declared the Strait of Malacca to be a high-risk zone. This led insurance underwriters to raise premiums on ships transiting the straits and increased the calls for greater law enforcement by the littoral states.24 In response two collaborative initiatives were undertaken: the Malacca Strait Patrols and the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia.

The Malacca Strait Patrols include coordinated sea and air patrols, intelligence exchanges, a shared information system, and the Joint Coordinating Committee.25 In 2004 Malaysia, Singapore, and Indonesia instituted a trilateral agreement to coordinate sea patrols and facilitate information sharing. In 2005 the patrols were reinforced by aerial surveillance and in 2006 the Intelligence Exchange Group was established to support patrols; this led to the development of the MSP Information System.26 Thailand joined this effort in 2008 with coordinated sea patrols and in 2009 with air patrols (map 7.1).27
